It has maximum sustained winds of 55 kph near the center and is moving at a rate of 7kph in a West Northwest direction.
"Goring" is expected to "enhance Southwest Monsoon which will bring occasional rains over Luzon becoming frequent over the western section."
Meanwhile, a new Low Pressure Area at 320 kms East of Hinatuan, Surigao del Sur has developed.
